Despite their invaluable contributions, many face challenges in finding housing close to their jobs, leading to long commutes and time away from their families.

Founding RSIDC
Renowned for his strategic foresight and commitment to societal progress, Ron Simon has a keen eye for identifying emerging needs. For decades he has been the driving force behind innovative housing solutions, especially in the development of accessible homes for essential workers.
Simon understands both the need for public service organizations like hospitals, schools, government positions and public service employers to recruit and retain top talent and for that same workforce to have access to reasonably priced living environments in the same communities where they work.

Ron Simon
FOUNDER & CHAIRMAN
Simon’s expertise in the building industry spans decades. As CEO of Perma-Built, he oversaw the production of bath-related products like medicine and vanity cabinets. In 1989, he founded RSI Home Products, where he served as Chairman and CEO until 2011, leading the company to remarkable success. Under his leadership, RSI partnered with four private equity firms, generating substantial returns on investment.
In 2008, Simon established RSI Homes, later forming RSI Communities in 2015, which quickly grew to own or control over 11,000 home lots in California and Texas. Additionally, Simon founded DuCal Energy in 2015, later rebranded to RSI Energy, to provide solar energy solutions to the housing market.

Jim Palmer
president & ceo
A visionary nonprofit leader, Palmer was appointed President & CEO of RSIDC by Simon in recognition of his extensive leadership experience across non-profit organizations, government agencies, healthcare institutions, and social service sectors. From his dedicated philanthropic efforts to a passion for privately funded housing for those most in need, Palmer consistently demonstrates a commitment to uplifting those around him.
A seasoned trailblazer, Palmer has a 30+-year record of heading up numerous initiatives aimed at empowering individuals and communities. Before being tapped to spearhead RSI Dream Communities, Palmer’s varied career included serving as President & CEO of the Orange County Rescue Mission for 31 years, overseeing its remarkable expansion and positioning the organization as a leading provider of social services in Orange County.
